Subject: Interim Safety Certification Training Provisions, and State Safety Oversight Proposed Rule

Moving Ahead for Progress in the 21st Century Act (MAP-21) authorized the Federal Transit Administration (FTA) to develop interim safety certification training provisions until the Public Transportation Safety Certification Training Program (PTSCTP) completes the rulemaking process. FTA recently posted its Interim Safety Certification Training Program Provisions to the Federal Register. The notice is available at this link:
Compliance with the interim program is required as a grant condition for:
State Safety Oversight Agency personnel and contractors, and
Rail transit agency employees who are directly responsible for safety oversight.
FTA encourages other systems, including bus-only systems, to voluntarily participate in appropriate components of the interim provision and continue to pursue FTA-sponsored voluntary bus safety training programs until final rules are developed. FTA will host an informational webinar discussing the interim training program in approximately 45 days.
Additionally, FTA seeks public comment of its State Safety Oversight (SSO) Proposed Rule also published recently in the Federal Register. The SSO Proposed Rule applies to rail fixed guideway public transportation systems. The notice is available at this link:
Comments on the SSO Proposed Rule must be received by April 28, 2015.
